Cannabis led lighting hight and intesity

Got a phlizon 600w dimmable led light
And for seedlings online say to run it at 60% out of 100% at 24" is this correct

Germination it says 24" at 40%
seedling at 24" at 60%
Veg at 18" at 100%
bloom at 18" at 100%
myy seedlings are starting to stretch big time at 60% at 24"
I can't find anything online about this light and no decent reviews
If anyone knows please help thank you

Mine are in flower and theyre about 10 inches over the canopy theyre leds but still way closer than i thought i would be the other set of leds i use cant get closer than a foot or so hold ur hand at the top if the canopy if it feels hot on ur hand then its too hot for the plants is what i wad always told... hope it helps

It does help thank you when I put my hand on top of the plant does it need to be warm or no heat thanks
