If I had 1/2 the money I spent on cocaine from 1980-1983 I could buy an island in the Caribbean.

Such a moral quandary with what to do with folks like that.

How do you prevent people in the system from abusing it? Using their rules against them is often futile. Bringing them to justice is an entirely different animal.
