i use rockwool. cloning's been pretty simple. soaking stems in water seems like a waste of time and may negatively affect success rate. i've had a fairly high success rate. pH seems too low. small amount of pH down, soak cubes. rooting gel. assuming you cut at an angle, don't dig a wide/loose hole in rockwool, and stick stem in the cube within a few hours of cutting, they live. where you might lose a few is if you, like you mentioned, drown the cubes. i lightly spray them down 3 times a day to avoid flooding them at any time. conversely, i heavily spray blooming plants once a day.
