i hope by now your issue is resolved. But personally,
I disagree with the concept that seedlings dont like lots of light.
In fact, if you dont give a seedling enough light, or use a CFL, which produces more heat than color spectrum, your seedling grows too fast, will be unable to support itself, and may topple over and die.
I know your growing outdoors, but its probably lack of light thats doing it. During vegetation stage, the seedling needs a 24 hour photoperiod. After about 3 weeks, when you see sets of 5 on the plant and its at least a foot high, then you can go into flowering. Grow indoors and use either use a fluoro an inch away, or use MH (metal halide) or HPS (high pressure sodium) bulbs. They are available at your neighborhood Home Depot or Lowe's Store. A slight downside is that they consume more electricity.
