Highly doubt anything other than delivery is going to happen. You live in a "legal" state, receiving seeds, which are also perfectly legal.

It means they delivered the package but not to you. Maybe a family member or neighbor. Or it could be a mistake and the package is sitting in your mailbox right now. Go check. Nobody's waiting to nab you.
