I run a flood and drain so this is only a theory......
I think H&S was right about the rock wool being too wet. How many roots have exited the wool? My guess is that since your plants are small, 80-90% of their current root system is still inside of that soggy rock wool.
If I am correct, stop watering the rock wool for a while. Do not let them get bone dry, however. If you have some roots exiting the rock wool, make sure they are getting water.
If I am right, this problem should fix itself over time. For now, you have shorties.
P.S. Next time either use 90% less rock wool (it is only there to hold your seed, so it can be tiny) or, even better, replace the rock wool with a tiny net cup filled with hydroton. I switched from rock wool to rocks years ago due to similar issues.
