So over 11 weeks don't think the plant is going to hold out for 14 weeks supposed to be ready at 8-9 weeks

There's no such things as "supposed to be ready in 8-9 weeks". Thats just marketing. On that note, I've got some magic beans you might be interested in...
Not ready yet. Days/weeks don't mean anything to a plant. I've got 2 in the tent right now that are on day 97 (almost 14 weeks). One is maybe a week from harvest. The other one is just now really starting to take-off, growing lots of white pistils with a few just starting to turn color; still has a long way to go.
The plant in the photo has more than a few issues and needs some attention in my opinion. On the other hand, I've been growing for decades and I'm still learning new stuff all the time. I hope it all works out for you.
She's not ready and if she won't hold out another few weeks then she has some problems. I agree that 8-9 weeks is marketing hype, happens all the time.

Stop flushing if you are, keep feeding, and the plant can't read a calendar
