There DOES need to be reform, there do need to be immediate and biting consequences for not returning these documents, they need to be checked out and checked back in, daily, and anything that doesn't get checked back in gets retrieved by the FBI the next day...Although that may be difficult in the case of a president who actively tries to steal them.
