That's kind of a loaded question bud. It all depends on what you are trying to do and when.
Like grow year round and start seeds in the Spring.
This depends on what you're trying to grow and what their temperature requirements and light requirements are.
Again, that really depends.
I think the first step is set the green house up, get used to working and growing in it and do a full year. Then decide if you need lights or not. Me personally, I start maters in my Veg tent and then clone them out. Tomatoes clone WAY easier than weed.
Are they rocking a greenhouse? I'd lean on them for the light question, sounds like they have it down.
They mostly do Tomatoes, then Mums outside.

With the shorter days in the spring young pot seedlings could go into flower too early so some light will be needed to prolong their photoperiod so they stay in veg mode. You DO NOT need full-fledged grow lights to do that tho. Just a few 9W LED bulbs around the plants on a timer to come on for some time before and after sunset so they have light exposure for 15 - 18 hours/day will work just fine until the days get long enough. Get the daylight/5000K/cool white bulbs for that.

OK I was just looking at some cheap 200 watt Lights. We pay too much for power here so I'd just use small lights to prolong the day. At 56 north the days are 20 hours long all summer so the plants grow like crazy and don't start flowering until mid August then it can frost up by the end of August so only autos will work unless you have a blackout greenhouse for regular plants. Hemp farm started last year just 6 miles away so outdoor growing of pot is gone for me. Even indoors will likely get hit with pollen so now need to time my flowering to avoid that period.
Really not that big a deal. Even tho I do have a medical that if I used to register I could grow up to 40 plants indoors or 16 outside but I don't want to be on any hit list just in case the Conservatives here get back in and really push an inspection program on med patient's grow ops. As I don't have a permit I was only going to grow the 4 legal recreational plants outside that anyone can do.

Like I say Summer brings in extra thousands of people but their money spends just as good.
