This ha been the case for decades and is a good reason to eliminate tuitions IMO.
I (again) BELIEVE people should stay where they were born, and improve the fantastic country they were born in.
I will fight to allow Canadians the freedom to follow their dreams, but I feel a Canadian born raised and educated in Canada, should give back instead of emigrating for personal growth. If a graduate leaves, before practicing here, how dos that benefit Canada? Immigration benefits the individual more than both of the societies affected by his movement. Its a matter of pride, not something for legislation. MOST recipients of university funding have to agree to practice in thee area the funding came from. Bursaries and such come with a hook already.
We should want to improve on the area we are from. It;s a matter of pride, and why should I subsidize someone elses kids education to have him practice in Buffalo NY. He can do what he wants he has his freedom, but we paid for it, and he's never coming back. Give me the benefit to Canada in that all-to-common scenario...
