No, horns are falsely associated with our northern neighbors/enemies/occupiers/friends. My ancestors (coast from southwest of NL to Denmark) were influenced by them. Notice the northern borders of the romans in your pic and the Rhine and Danube river. One can fill a small library with books on the influence of those geographical features. Many battles took places along those rivers, many now large cities were established then (ok, by romans...).

This obviously isn't just european history, it's world history. The Franks, from modern day France, a Germanic tribe possibly of Danish decent, christianized by 'Italians'... without them things would be very very different in the world. Overall, probably not better.
