i cant tell if these are leaves, turning male, or starting to flower? i have the plant under 2600 lumens 24 hours a day, the first 2 weeks it was under 12/12 outside or in kitchen window. it is now 3 and half weeks.

If you are suggesting a dark period of 36 hours before flowering, I honestly would not bother. It may kickstart the flowering period quickly, but it will vastly increase the chances of hermies, since it puts the plant into a stressed state.

The transition to flowering should be as stress-free as possible.

Can one determine sex of plants while still in vegetative stage?
I have grown from seed in nearly every single grow that i have ever completed, and i am sure that i am totally able to tell a male from a female at about 3 weeks of veg, as long as i am growing seeds of the same strain. if they are different strains, i am not always totally sure, but i'm generally right.
i"ll explain why i say this.. when comparing the two (male and female) side by side. the male will usually start out faster. he will usually get taller, much quicker than the female, with minimal branching. the female on the other-hand, will usually offer a more prolific growth cycle, with much more side growth and branching.
i always plant more seeds than i need. at three weeks, when it's time to transplant, i only repot the ones that i believe are female.

believe it or not, i never find boys in my flower room. never at all.. and i have never purchased any feminized seeds.

just watch how they grow.. they will show you.

Some strains show "preflowers" at about the 8th(?) node. If you are lucky enough to grow a strain the does, yes, you can determine sex in veg.
