light per seedlings

i have a 27watt 6500k cfl on each of the 4 seedlings i have (they're about a week old), the light is about 3-4 inches from them. is that too much light or is that fine?

about how big should the plant be before i turn on the 250w MH light?

Dude you can put cfl s as close as you want just dont let it touch the canopy. To be honest its not enough light.

If you want bigger and bright bulb here's a nice link, very good service. I use two 105 CFL for a 2 1/2 ft space.
More light = bigger bud
