How long have your plants been in flower, what strain/hybrid are they?

its bag seed and some of the lower branching formed colas but the top(or highest) branch is not really forming a cloa its just leaves and branches

Where is your light concentrated? If you are using alot of side lighting and nothing concentrated on top you wont form THE cola. They are not all colas... the top of the plant bud growing directly up is the cola. It sounds like a light problem to me, if not, how dense are the new leaves coming from the top?

The top of your plant is not totally dark but the bottom is, so only the bottom is flowering. That is my guess.

Sometimes a light leak can be through some duct or a hole used to mount a light. Get in there with the light off and check the darkness.

This is interesting thinking. I'm not sure it is possible to have one part of the plant in flower and one in veg still?? I'm not saying it cant be done, I have no idea, but it got me thinking... I would be interested to see if this is the problem. If it is, then u could essentially cover a branch with something lightproof for a few hours a day (to get the light schedule to 12/12 just on a single branch) to sex it while it is still in veg?
