growth seems to have stopped or slowed badly

i sprouted these girls in mid december from seeds of some good commercial. they were under a 400w hps in a grow tent for a month where they were exposed to some very low temps & nearly died. i brought them back using a heated mat & a 105w cfl. i then forced them to sex. once i weeded out the males they stayed under that cfl for 2 weeks in the 2" pots i used to sprout them in. tallest plant at 6 1/2". i transplanted them to 8" pots 3 weeks ago now in a new grow room with good atmosphere 76-80 deg. lighting is 4' 4 bulb(54w each) t5 lights. they're now only 8 1/2" tall & still haven't reverted back to veg state yet. the lights were hanging about 6" off the tops until today when i lowered it to 2". should i just scrap these & start over or let them keep going? i'll try to get some photos a bit later

Well, mine seemed to stop growing about that height, and spent about a week or two where only the main stalk got bigger. Once it buffed up, the plant took off vegging like no other.
Edit: Then again yours sound like they're seriously stunned. In 2 months you should have a mini monster. I have a group that was born jan 25, and is 14 inches tall at the moment... And I thought they were growing a bit slow.
