when should i plant?

i live in the lower north east. Right now the weather is in the 50s and 60s.
I was wondering when should i plant ice. ea, im growing ice. it has a flowering phase of about 8 weeks. so when should i plant it.

I'm in the midwest (ohio) and farmers almanac is telling me between 2nd and 3rd week of april.

It's kind of strange, where I am the last frost date is may 17 by the farmers. I don't even put tomato's out till then, have had to start all over before.

the farmers almanac suggests i plant in the first or second week of april.
i have a question about this.
if i plant in may or early june will my plants just be bushier and shorter, or will they still veg for a while
