Can I buy a bag of Fox Farm soil and then let it sit for a week or two and it will be the exact same or should i just buy it closer to when I am going to plant? Also.... Is 4 27watt CFLs enough for 2 or 3 plants?

those lights are barely enough for one plant. if you have the funds you should look into purchasing a 150W HPS. check craigslist.

Doesn't go by watts... goes by lumen output+ you need reflectors... CFLs are not the lights to use for 2-3 plants... unless they are special CFLs that give a lot of lumens out...

Can I use a HPS light for vegetative and flowering states or do i need both metal halide and hps?

you can use the HPS for veg and flower...optimum is MH tho...you could even veg under
CFLs(6500K) or fluoros

You can use a HPS for both veg and flower. The light spectrum is a bit different in the MH and thats why its suggested for veg but you should be fine. All the books I have read says if you can only afford ONE light to get the HPS. Have you already bought it? If not, maybe look for one that you can switch the light bulb out.
