a proxy lets you be assigned a one time ip address that is a genarl public ip not registeredto your computer. Each computer and provider has a specific ip address which is like your social number for computers and web browsing. That number can be grabbed easy and it has info like who you are where your at and what provider you use and from which computer. You use the proxy tools and its like a browser you type the web address you want to go to. Then you click enter. It uses one of the rolling non assigned ips that has nothing to d to you so you now have a "fake id" to get into the web site so if they snatch an ip trace or ping it it goes to someplace else and to no one. If you use ie driect or firefox and just type the web address in your leaving all your info on the door step for easy trace so thats why you use a proxy while surfing to cover your tracks
