I had a plant that was like that, came out of soil and grew one set of leaves (one bladed) and then nothing else, after 1 week of no growth I chucked it. I don't have the space to let a runt hang out and hopefully become something spectacular. If its bagseed I'd say throw it out and start a new one.

Bagseed is like a box of chocolates, you never know what your gonna get... let it grow and seee if it's worth it. If not then make mad hash from it.
