can i plug both my 400 watt hps light's into the same outlet or will it blow the breaker i have pluged them both in before but i just have this thing in the back of my mind about leaving it like that

I would try it. If anything you might need to flip back the switch in the braker box....

A typical 15A household circuit in the US is 1800W. You can safely run about 1400W on it (80%). Keep in mind that all the receptacles in the room probably run on the same circuit so if you have an A/C plugged in across the room or other high power appliances, you'll need to figure out those wattages as well.
