If you think it out logically small bulbs spinning around aren't going to cover more vertival growth any better, it doesn't go up and down to change the angle of light and cover more plant matter that way and a bunch of small lights in realtive close proximity and basically the same angle will NEVER EVER EVER have more penetration than a single big one that goes against physics and common sense.
Oops, you reversed your logic.
A light moving vertically will not significantly change the angle of incident.
Unlike a light that moves horizontally, which will.
That change in the incident angle gives you greater penetration.
A moving source will always penetrate better than a stationary one.
Typically this is mimicked by moving the plants around.
The spinners probably work well, but your going to pay for it.
