should the ph of the water in my DWC cloner stay 5.8 as the solution in veg. or flowering and is it important for clones at all

It's important in all stages but it doesn't have to be 5.8. In fact trying to keep it exact causes problems. If it drifts from as low as 5.2 to as high as 7, it might be affecting marginal growth rates but it won't harm the plants.

is that regarding all the stages,if my ph flactuates from 5.2 to 7 i shouldnt adjust it,what i wanted to ask is should i adjust the ph if it mesures at lets say 5.4 or 6.8 for 2 or 3 days or should i leave it as long as it doesnt go over those levels or below

put it at 5.8 and leave it for 2 or 3 days then it should be arround 6 which is stilll fine you can eithr wait until its at 6 or 6.2 to re adjust. its up to you

my tap water suck but still it works,now i got a ro filter is that ok or do they need a little bit of nutes in it
it is my understanding(really, i actually KNOW very little) that you need actual roots to process nutrients. the cut end of your cutting can only take in and use water. thats why ph isnt important at this stage, there arent any nutes to lock out. your plant uses stored energy to get roots started. this is why you get some yellowing in your fan leaves when you clone.

do you know the ppm of your tap? mine is 350 and i dont ahve any problems.
