why wont they grow and why are they flowering

I have to plants i was growing outside i moved them in because the sun was burning them up so i put them in my closet with a 14 watt floro yes 14 watt they grew a little then just stopped i have never gave them nutes or fertilizer but they are flowering and i have the light on 24/7 could someone give a new grower a hand im trying to use the most inexpensive way and i like floros but i will upload pics cause now leaves are yellow and brown and folding under please help to save my babys
