when to turn lights on?

ok my seedling poped out of the ground yesterday and today it has a small white stem and the seed shell still on without showing signs of it popping off yet
Do i turn on the lights now? or will that dry it out? when do i turn the lights on when the seed shell is almost off? i just dont want it to stretch

HID Lighting (Metal Halide & HPS) might be a little too much for it, but if you had CFL's, it wouldn't hurt to keep it a good 10-15 inches away for an 18/6 lighting schedule.

i only have CFLs and its about 2-3 inches away (13 watt for seedlings) so should i turn it on tommarrow so while im gone during the day it doesnt stretch?
anb i cant move the light up enymore because the roof of my closet is there

yea turn them on...its hard for seedlings to stretch with cfl that close.
