If you are flowering a plant that is 1 1/2 feet tall verses a plant that is 3 ft tall, won't the bigger one flower first?
Do younger plants take longer to flower?

I don't think it's that cut and dried. Two females from the same strain, grown in the same conditions, then probably. But other variables might make the smaller plant flower first - strain comes to mind, a smaller Indica might flower before a larger Sativa, or say if you actually had a smaller male and a bigger female, the smaller one could flower first. Depends on the situation.
