Did you try the H202? To answer your question about humidity, personally I use a smaller portable air conditioning unit. That dries out the air and cools the temp simultaneously. You'll have to figure out a good venting set-up for a smaller grow area. Also, make sure your reservoir is at least partially covered if you're still having major humidity issues.
You sure those flouros are enough light? Your plants really won't flourish with those. It is NOT recommended for flowering whatsoever. If you're struggling with heat, you can always use red LED's combined with flouros to flower, blue with flouros to veg. LED's give off no heat and have a crazy low wattage. Check out Ebay. Finally, you mentioned that "the basics" are temperature and moisture, but ph IS a basic too. I would NOT recommend watering or foliaring at all without knowing the ph. Most problems stem from an incorrect ph.
