I appreciate the question. I'm not qualified to answer it, I have never used cfl's. I believe they can do an excellent job of not only vegging but flowering as well. I just read a book about it. Guy grows 8 oz for less than $100. pictures of the three plants every day for like 69 days, amazing.Also, you should ask VictorVIcious about vegging with CFLs and then flowering under an HPS. There are a lot of options, prices, and advice but only you can tell what is going to work within your space and budget.
You're talking about fluoros. Fluoros are not HIDs. Flos produce low-intensity light- and will never replicate the result of HID lights, sorry.The best 1000 watt hid light for the money is 2 4'-8tube t5's. VV
A 1000 HPS on a plain ol' CWA ballast with a batwing reflector is the way to go. If you need to do so to control temps due to a small room airspace, use a cool tube with the batwing.What is the best air cooled 1000 watt HPS complete light system for the $???

I have 4 trays in the flowering area, each pair of trays has a 1000... so the short answer is about 46 plants (with SoG pruning and flowering as soon as your cuttings have got a good spray of roots) under each 1000.
