rusty necrotic and yellowing leaves

I'm somewhat new to growing but I tend to be good at research and think I have an alright grasp of how everything should be setup. I've had a problem with my plants for the last couple of weeks and it doesn't seem to be getting any better. I have a main fog and aeroponic chamber with the nutrient resevoir separate. The fog is constantly running and the aeroponic system turns on for 1 minute every 2 hours. I wasn't able to get a digital meter until about 2 weeks ago and when I checked the resevoir it had a PH of around 7. Now I keep it at 5.8 and the PPM has always been between 600 and 800. I have been using tap water that is usually around 150 to start with. I live in the Seattle area and I was wondering if the tap water might be contributing to the problem and now I'm looking at using distilled instead. The resevoir stays around 65 degrees and the room as in the mid 70's. I also recently started adding 35% hydrogen peroxide at 2.5ml per gallon to prevent and minimize root rot just in case. For nutrients I'm using Botanicare Pure Blend Pro Grow 3-1.5-4. I've tried adding magnesium and calcium thinking it was the magnesium but it didn't seem to work so now I'm lost. I've also starting to get spider mites which I'm foilar treating while lights are off with general hydroponics AzaMax. Even tomatoe plants not foilar treated are still developing symptoms from the bottom up so it can't be light burn. The larger leaves are more affected by this and the new chutes seem to be healthy.

I'm somewhat new at this and even though I tend to be a fast learner and an even better researcher, this issue has me stumped and there's no replacement for experience. If any one has any ideas or advice I would greatly appreciate it.

Looks like it might be a phosphorus defeciency. check it at this site. http://www.ganjaguerrilla.net/

I was starting to lean more towards phosphorus but I thought it was time to ask someone else since I couldn't figure it out on my own. Thank you very much for your help and the reference link I really appreciate your quick response.
