my setup and 16 day old plant

.....Anyone? Is it normal for it to be that small at 16 days and i know there a nitro def im waiting for it to be watered to fix that.

it shouldnt have nitrogen def at that age so thats not the prob and its so small cuz ur light looks like a piece of crap no offnse, and also your soil looks like some outside dirt very shity lookin should a been that size ten days ago

Yeah the soils not that great its just some i had layin around and i have 2 23wat softwhite cfl's im upgrading soon hopefully, what soil should i get and about what price is it?

Well it looks like u nute burned it in the last picture. My guess is u gave it nutes too early and detrimentally stunded it. Im not a pro here but i learned from first grow b/c i burned 3 out of four plants and two cfls just isn't going to cut it. I have 4 23w cfls and i have one of those round cfls shaped like a circle thats 1200 lumens right there i only payed like 8bucks for it but yah. More lights back off the nutes a bit. I usually wait about a week n half to put nutes in seedlings have a enough nutes on there own to survive a couple weeks alone.

I dont see nute burn, but def let it grow b4 u add more water. From seed to veg it takes a while, but if you are doing things right once it goes flower speed will pick up.

The leaves were like that before anynutes thats why i figured nute def and im planing on getting the oceanic forest soil saterday

Just one of my cfls has 1600 lumens, its a sylvania soft white i got from family dallor for 5$ andchange

fox farm is a great soil its what i use most the time and its inexpensive i bought a 20 qt bag for under 13 dollors at my local hydro shop, and also instead of buying alot of low wattage cfls they make 125s and 200 the 125 watts are only 40 bucks here and just plug it in to regualer outlet and wala

Your saying the site has the bulbs?

no im sayin the grow shop where i live sell them that cheap dont order cfls online they tend to break in the process if u have a local grow shop or even a home depot they sell them

When I tried to use the little plastic cup trick this is what happened to my plants. Move them out of those cups and into something with proper aeration holes in the bottom. Already mentioned you need good soil, mixed with pearlite or sand.

P.S. If you can catch an angle of the sun coming through the window without them being seen..., manually move them over there and get some good sunlight. That boosted mine a little too.
