It looks like the small one is not alternating nodes yet and is not mature enough to begin the flowering cycle. You can switch the light over and go to 12/12 but it will not start to flower until the plant becomes mature. The longer you wait the better the yield will be. If you don't have height restrictions you can let them veg a while longer.

you need a lot of light to bud them give m all the light you have a 400w hps is a good start
