it depends on how good the ventilation of the whole house is and whether you can get enough air exchange between your grow room and the rest of the house. the best case scenario would be if you have whole house a/c with a vent in or near the grow room. you may have to put a vent in the door or ceiling.

whould this be for heat issue or just to get ffresh air in cuz this is in my basement and dosent have access to the air circulation from the house

Its gonna get hot, that fan will blow on the light heating up the air as it goes by and if theres no exchange with new air it will just keep getting hotter, also your plants will run out of co2, i just had this prob, youll have to put a louvered vent or somethin on your door so as to block light but also allow airflow or if thats not an option get some dryer vent tubing and a couple computer fans for some cold/new air exchange

even with the size of the room u think heat will be an issue and do i need a exhoust fan or just a vent to let air in

I duno I just read that again and rethought my original answer (im high) :) Maybe try it out with the fan pointed at the light pulling air from the ground and shooting it up as cooler air sinks and the ground might be cool if its a basement(wish i had one) and the hot will rise anyway and if you end up needing to, put a little air escape point at the top of the door or ceiling

Im not real sure but idealy you wana change the air in the room like every 5 min. (someone correct me if wrong) and temps should stay below 80 most of the time, have you tried it out for a few days to see what the temps would be

you are going to have fresh air issues no matter what and you are going to have heat issues if it gets at all hot where you live in the summer. you can deal with the fresh air problem by adding co2. but you would still need to find some way to get hot, stale air out of the room.
