4ft long by 5ft wide and 4.5ft high

is a 400HPS gonna be too hot in there?

Not if you ventilate it properly. I had two of the fuckers (400wHPS) in my closet.

That closet's ventilation was "leaving the doors open for a bit" and I would get over a pound off three plants. If you're worried about the heat use silica.

I was thinking of an In-line Fan but i dont have a tube going out of the room , can i use it just to blow cool air on it ?

The bulb will set your hand on fire if you touch it . Its fucking hot, like hundreds of degrees hot. In such a low grow box like yours you might want to Tip, Supercrop and train them around the room. If you can't have height, you may as well have length. As soon as they develop 5-6 nodes you should start training them over at a 90º angle. You will get a lot more bud that way than if you just let them grow straight up. An oscillating fan will do for now.

Silica is a supplement for temperature stress. It works for either hot or cold environments.

I would do both. One 400w HPS is only really good for 2 or three square feet. You can hang the CFLs in dark spots. Personally for that setup I would use 2X 250 HPS.

I fear 2x250 watt lights will definitly need cool tubes in that small space.

I believe without the cool tubes you will have a pot baking furnace.
