Questions on Perlite

I understand it is some kind of volcanic rock that can expand a lot.
What does it do when it's in your soil and how do you add it?
I will be growing outdoor in pots if it matters and I'll be buying soil not making it myself.
I remember reading something about crystals that absorb water then slowly release it. Is this the same thing as perlite? If not, what Is that called

Perlite added to soil will aerate it & also help improve drainage out of your containers. I use it at a mix ratio of 2 parts soil to 1 part perlite.

perlite is mainly used to aid in aeration/drainage. it is porous, so it will retain a small amount of water. the stuff that retains water is vermiculite, and i always suggest not using it unless absolutely necessary.
