You'd be better off with one plant per container. Are they clones or from seed? The light could be closer. Other than that looks like a nice start.

you should use seperate containers for each plant. I would drop the hps for now and try to get some cfls or flourescent tubes up close to them, they are still seedlings and don't the intensity of the hps. you don't NEED mylar, but it's nice. flat white paint or panda film is fine too. Watch your temps, both air and water... and since they are young, watch the humidity too. read and search on the forums as much as you can and you will find all the information you need to be successful. Feeding them is fine, just keep it at a low veg dose and watch your ph.

for the most part, i don't use tap water. bought a sweet R/O setup for 130 bucks, my tapwater is outrageous due to all of the agriculture. tapwater can be ok and at the same time a lot of people don't like it. If your tapwater has 400ppm in it, then that's 400ppm of of balanced nutrients you can't add to the solution... 0ppm filtered water gives you complete control over what nutrients your plant gets, that's good for some people and bad for others. For outdoor growing and soil, i will use ph adjusted tapwater, but i also do mostly orgranic with only one or two additives... for hydro, i only use r/o or distilled water.
here's the r/o i bought. been using it for 6 months on the same filters, no leaks. has a backwash, built in pressure gauge, automatic system shut off valve, and uses a GE membrane which is one of the better brands.http://www.marinedepot.com/ps_viewitem.aspx?idproduct=VX3131&child=VX3131&utm_source=mdcsegooglebase2&utm_medium=cse&utm_campaign=mdcsegooglebase2&utm_content=VX3131

biggest tip would be to read read read. The biggest thing people will jump on you for around here is asking questions that you could easily find the answer to by searching. Whether it be on the forum or just google, search and read.

since you are only using one, possibly 2 containers... i would change out the water every week. Once the plants are bigger, you can top off with ph'd nute solution ever day or two as needed.
