With the powdered dolomite lime, am I looking for an actual powder? Then I dissolve it in water or what?
Dolomite lime is ground up rock, that's why you need the powder.
It also comes in granular/pellet form, but this takes months to years to fully break down. I use this in my garden, but I also use the same spot year after year, so the long term is a good thing.
Do not get hydrated. This releases too fast and you can burn plants if you don't know how to work with it.
It doesn't really dissolve, but will 'suspend' in water and you can water it in. Use 2 tbl/gallon of soil, or 1cup/cf.
Works best if you mix it into your soil first, dry, so do that in the future. Same rates and it will prevent a host of problems.
It is slow release at best, so don't look for any changes for at least a week after watering it in. LOL It will work, just not overnight.
