tobacco juice .. how will it help me...

I've been having a problem with leafhoppers and fungus gnats ( fruitflies???) i made a pesticide yesterday out of garlic, cayenne and chili pepper seeds,. well i forgot it at work.
today i bought a cheap pack of smokes to try and make a pesticide to keep em off the leaves..
what's the best use for tobacco juice meaning ( what insects) and is it 10 cigarettes per gallon.. for how long of a soak. any info would be rep:leaf:

On making tobacco juice, soak until the water is between tea and coffee colored. Just rip the smokes open and dump the tobacco into the water, don't put the cigarettes in as is or its going to take longer. I usually let mine sit for about 4 hours giving it a few good shakes sporadically. Tobacco juice is most effective against worms and pest eggs, I'm not sure what kinda bugs you got.

right now it seems like i've gotten the leafhoppers under control .. but i have fungus gnats ... these motherfuckers .. whats a quick fix for them ... i've heard letting the soil dry ...and giving them a good flush with peroxide?????? idk. what do you suggest grizzly... i've read your sticky o pests ...you seem to know best about em...
