I'm in Maine and I bought some seeds from Peak Seeds in Canada. Arrived with no problem in a regular business envelope, with thin foam with a section cut out of the middle where there was a little piece of corrugated plastic, like cardboard but not cardboard, that the seeds were in. Nohing suspcious whatsoever. That was in December. I grew 2 plants to about 12", then flowered them but both were males so I whacked 'em and started over with 2 more. The seedlings are a week old and doing fine right now. Maybe I'll start a grow journal.
