Rust problem??

OK....i have a PC grow and i think i may have got a rust problem....i thought it may have been a Mg deficiency, but the more i look at it i think it may be rust...im gonna post a pic so yall can see for yourself what it is, but if it is rust, what can i expect and what is the best way to get rid of it....i have some Neem Oil that says it will take care of rust and other diseases, so i was thinking about using that....any ideas and advice would be greatly appreciated!!!
Dont know what Ph is cause tester broke, so until i get one today im not to sure what that is, that may even be the problem.....

neem oil will not do anything but kill bugs and shine your leaves.....

Agreed, Neem oil is not your solution. I think you need to check your PH. Brown spots and yellowing can be caused by P deficiencies, which can be caused by PH lockout. If your PH is not correct, certain nutrients are locked out and not available to the plant. What is the PH of the water you have been using? What is your runoff PH?
I'm not saying this is FOR SURE your problem, but it's where I would start...

It has some antifungal properties as well.

thanx for the advice yall.....GodSlave i totally agree...i think it is a Ph problem and im going to lowes after this message to get a new tester cause mine broke last grow and i havent had it for this one so i have no idea what my water numbers are or anything.....im pretty sure thats the problem, so i'll get a tester and let yall know how it goes....thanx again

yo could rust have come from fruit flys....cause i had some of those get in the grow room before all this happened and i got rid of them...i dont know why i didnt think of this before, but i wasnt sure if they could carry a disease like that with them or not....im sure its a PH problem causing it, but i just remembered the fruit flys and wasnt sure if they could have caused that or not....
