Im not sure if they're thrips or mites because there are no webs but that might be because im keeping them sprayed.

unfortunately i can't get rid of them. I got 4 bottles of 3 in 1 spray and tonight i really need to get rid of them because the buds are already in their 2nd week. (its organic spray btw) should i work my way up spraying the underside of every single leaf and then periodically spray the top soil?

if it's mites the leaves will have a speckled appearance and you will have to spray every square inch of the plant about once a week.
a cool room helps slow down their propagation.
Thrips can be erradicated with predator nematodes (not cheap)

i just sprayed 2 days ago and probably 2 days before that, is this bad for the plant?

if you just sprayed them two days ago why would you want to redo them again, are you actually seeing insect activety ?

Because still today i saw them moving around! they are persistent, the night temps are 55- 60 and day temps range from 70-82 depending on the weather. so temps are good

Thrips will leave little depression patches that are not easy to see at first, and they're really small and (usually) white. Thrips are resistant to neem and many other pesticides, however pyrethrum and permethrin (synthentic pyrethrum) work like a charm. BEWARE: permethrin can hang around for 30 days, which is great for clones and early stage plants, but bad for plants near their cut-date, as it will leave traces on the buds.
