I would say it depends on where you live...it would look quite suspicious to me if someone rented an apt in maine and didn't pay for heating...

If you get a place that uses only electricity you're fine. Find someplace that doesn't use gas. You'll still be using water and with cell phones these days it's not unusual to see no land-line telephone in an apartment. Hell, I have friends that don't even want or have cable/satellite TV. Should be fine if it looks like someone lives there to the neighbors and your landlord isn't a nosy prick.

EDIT : Paying your rent and bills on time is another sure fire way to help stay under the radar.

No problem just trying to see where it goes..When i moved into a unfurnished apartment i had no stove..The hot fan was what i had to use..Lmao

I'd be worried about neighbors being nosey about scheduled activity.. If your arriving and leaving frequently @ the same times daily it may be suspicious. And no one staying there @ night may cause neighbors to be suspicious.

Well honestly back to the original question , if you only turned on the elec and not the water , wouldnt you have to haul in water for your plants ? That always raises suspicions . Although most apts do include water so it wouldn,t be an issue anways .

sometimes..You may have one of those supers who dont do nothing unless you tell him too..Most apartments i see get inspected are when you are on some state voucher or program never seen one paid by cash get inspected...
depends on were you live.... if there nicer apt's then yeah they usually expect them once a year or so...

You can do other stuff to minimize suspicion too. Find an old sat dish, for example. Put porch light on a timer, anything to make it look "lived in".
