All of my street lights here are HPS, about 400w from the look of the light it casts. I'd say you could, but you'll need to pair it with a ballast if the ballast isn't in the head of the light. Sometimes they are in the pole, near the base, for easy swap outs.

yes you can, MH, HPS, or MV even CFL's they well all grow and produce

Yeah HPS and MH street lights can be bought on the low used. Typically they only come in a 400w range. Most of the time they sell for 15-75 bucks. I will say that they sometimes need rewiring to work inside of homes. They come with a weird outdoors plug type. You'll need some sort of electrical knowledge to rewire it.
