Although I think the dispensaries are not exactly LEGAL. They are just not enforced on the state level. Although the Fed did raid in October for that very reason.
Sec. 38. Use of plant of genus Cannabis for medical purposes.
1. The legislature shall provide by law for:

It appears the only thing the legislature provided was a loophole to throw medical patients through.NRS 453A.300 Acts for which registry identification cardholder is not exempt from state prosecution and may not raise affirmative defense; additional penalty.
