It all depends on the type of soil...the nutes ect... doesnt look to bad .... Is that 2 plants in one pot? if it is, I suggest you transplant that small one now into another container...

Is it an autoflower? Some plants are just runts and they'll always grow slower and be smaller than the rest of the plants. They aren't uncommon. Out of ten seeds you might get 2 or more runts. Thing is don't throw it away. Some runts are mutants that end up being the best one in the garden when harvested. So whatever, at least it''ll be cheap to grow, just keep there and just kinda make sure it doesn't die. Worse comes to worse at least you got another eigth/quarter or so....lol

just a guess but that soil looks to be quite wet an compacked i would not water it for a week or so until you can stick your fingers about 2 inches deep an it feels moist not wet, just out of curiosoty how much are you watering/feeding etc, best bit i think you can do is dig the plant out best you can without damaging root structure buy a new bag of compost that has some nutes already init check your drainage holes in the bottom of the tub if only 1-2 put about another 10-15 holes in there also if you can afford a bag of perlite do 50/50 mix with the compost it will give you better aireation for the roots plus better drainage,if the plant does not improve after a couple of weeks then it is probably stunted it will regain growth but you will have to be paitent,if you want to carry on using the soil you got dont water until you see the plant start to wilt when it wilts it is telling you it needs a drink,i am saying its over watered as the little plant on the left is yellowing from the bottom it could also mean that its hungry but looking at your soil an the yellowing i would say deffinatly overwatered

thanks all for the replies. yeah, i guess ive been over watering. the soil mixture is acually brand new, pic was taken 2 days after i replanted it. i will be taking the other plant out and putting it in its own pot.it also has a fairly large bud(flower) on the top, but no lower leaves on the bottom portion(kinda like a lolipop effect) any ideas to that?

as for the strain i have no idea, it was bagseeds. planted 6. 4 were male and these are the only 2 female. just seems weird that there so small in like a month and a half almost 2 month period.

Yeah, it looks a bit small but it looks like it has a nice healthy stem and really tight nodes going on. Since you just transplanted, I wouldn't be surprised if you see some decent growth in the next 2 weeks. You may just be surprised! Good luck...

my 2 plants outside are not growing much either, I dont think veg state has hit, maybe a few more weeks. But if ur saying its a month and a half that means therewere out in late feb. which is probably why they started to flower. but who knows

I had stunted growth in veg and found out it was high ph. If you have not done so, get a cheap drop test for ph and test your water and the water after it drains out of pot. My tap water was over 8 and now I add lemon juice to get it to 6.

Organic or not, you need to test ph is the lesson I learned.

It looks like you have 2 plants in one pot. I would transplant the baby now, before you get a headache later. Also make sure they are in a spot that gets plenty of light.
