Every lamp has it's "growth zone," which is the distance away that its light will support healthy plant growth, minus the minimum distance the plants need to be from the bulb. Here's a graph illustrating the strength of different wattage lamps at various distances.

As you can see, a 150w bulb that is 5" from the plants creates about the same intensity of light as a 1000w that is 15" away. It should also be noted that on this graph the maximum light intensity the average pot plant can handle is at about the 170% level. All of these bulbs can make more light than the plants can handle if they are close enough, regardless of heat management. So the answer to at least one of your questions is that all of the wattages shown (and more) can create cola tops that are just as frosty if a plant is grown directly underneath without rotation. However, the higher wattage lamps will create this level of crystal further from the bulb, making a larger area of maximum growth within which the plants can be moved around without significant detriment to trichome production.
Edit: The minimum amount of light in the graph that supports healthy growth is about 15%.
