Gift cards contain foil, chocolates, candles are wrapped in it, hell florists even use it to send plants
They can't bust the receiver unless they can prove he knew what he was getting or I could anonymously send my whole neighborhood nugs and have them all thrown in jail. They can bust you for sending but that just means not leaving your return address and dropping the package off.
