Is 2 23 watt cfls enough for 1 female full grow

I have 2 23 watt cfls and 1 13 watt cfl is that enought to grow 1 female to about 2 to 4 feet? Veg thru bud.

No, I would get atleast 150 actual watts in there for a worth while grow, but i have seen 120 watt grows, they didnt yield much, maybe an oz
