Hi Buddy. I have the same type of CFL under a Hydrofarm hood. You want the lights about three inches away from the plants. When the first sprout, they get all their food from the baby leaves, called cotyledons. After the cotyledons fall off the, it starts using the nutrients in the soil. Most soils, even weak ones like Miracle Grow Seed Starting Potting Mix contains plenty of nutrients for the first couple of weeks.
Normally when growing cannabis you want two fertilizers. The first one is for veg cycle and should mostly be just Nitrogen. The second fertilizer is for the flowering cycle and should contain mostly phosphorus and potassium. Because your growing an auto, your probably aware that they skip the veg cycle and go straight into flower. It will still need Nitrogen for the leaf development, but I would go with a general purpose all-in-one fertilizer. You can tell by looking at the bag's NPK rating. If it's 1-0-0, that means its all Nitrogen, if it's 0-1-1, then it only has phosphorus and potassium (perfect for flowering). A general purpose fertilizer will look something like 1-1-1 (or 12-12-12 if you like big numbers).
The numbers are ratios and means percent per weight. 1-1-1 is the same as 10-10-10 but is more concentrated so you'll use a lot less of it.
Look at your compost bag and tomato fertilizer bag and read the NPK values. That will help you figure out what you got.
