Is the compressed potting soil the same size as potting soil that is not compressed? For example, would a bag of Promix 3.8 cu ft of compressed potting soil be equal to about 2.5 bags of regular 1.5 cu ft bags of potting soil.

3.8 ft compressed is still 3.8 cubic ft only compressed to fit into a more manageable package. Non compressed it would be a huge container, sack whatever you want to call it. So in answer to your question yes.

A good bit more. When expanded, that 3.8cf bale, is ~6-7cf.
