if your just gonna get 23watt cfls and if you have a local dollar tree you could get 23 watt bulbs 2 for a dollar. If you don't have a local dollar store maybe a walmart, I have seen the 23watt bulbs for $0.75ea. Also you mentioned the extra cost of electricity, you're not gonna see much of a difference in electrical cost. I live in Ca. and I'm running about 1000watts between my veg and flower stations, and I really didn't notice any increase in my electric bill maybe a few bucks but nothing that made me think I need less lights, hell i'm trying to figure out how to get more in my flower station.which brings me to one more thing... If you are just growing one plant at a time then you should consider using all the bulbs you have. It is know that people will mix thier lighting spectrums (they will use both 2700k and 6500k during veg and bloom), usually a 2:1 basis but 50/50 works well too. So if you are buying 10 6500k bulbs and 10 2700k bulbs and only growing one plant use 20 bulbs from beging to end.
