Plants seem small for 4 weeks old

I have two plants right now, had some trouble with them early on but they are coming along nicely, at four weeks though I feel like they should be stronger and fuller. they are very tall but barely any leaves.

one is substantially smaller than the other because I stunted it's growth by over feeding early on.

anyway, not really a problem I just wanted to make sure that they were alright

They look small and strecthed... Yea don't feed for first month or two... and put your lights closer and add more if you can... It will help achieve that ''fuller'' look you're after...

You need more light period. Some strains do grow much more slow then others like bubba and purple urkle but not that slow. Are these cuts or seeds? What kinda lamp are you using? We need info to help figure out what could be your issue but I'm still going with light. 50watts+ per square inch will help grow the fire! Base x width x height of your grow room divide by your light watts will get you this answer(watts per square inch) .

you need to put your light closer if you dont want your plants to hit your ceiling when they are older

3 things. #1: Your containers are too big. #2 Not enough light and they're too far away. #3 Once they sprouted, you should start feeding them with a mix consisting of 3 1/2 Tbs of earthworm castings, 1 Tbs molasses, and 1 Tbs Micorrhyzae per gallon of water. Shake the jug up a couple times over night or put an air hose in the jug to airate it for 24 hrs. (tea is only good for the next 2 hours before the beneficial bacteria and fungi start to die) Feed once a week for 2-3 weeks. This will start making the root system more compact. The tighter the root system, the better the internodal spacing and the denser the nugs. If you are interested in the veg and flower recipes I have, search on here for organic teas or PM me.

everyone everyone calm down, about the lights I just pulled my lights back to take a pic cause my stupid camera was blowing out. as for the soil a simple organic soil mixed with about 15-20 percent perlite. Right now feeding them scarely with a high N formula.
about the pots being too big, I know they are but I'm on a budget and honestly I don't have a dollar more to spend. so I'm stuck with what I've got. not looking for huge yields I just want these plants to survive and see some buds.

I have a 250 watt hps system air cooled in a 20x36x36 box supplemented with a few 27 watt quad band LED panels, also during the day I leave the back of the box open which is up against a window which gets sun most of the day.

watering I'm not so sure about meaning I feel like im doing the wrong thing. they have been growing lately just at a much slower rate, I haven't been over watering, but I may be underwatering. what is the proper water to dirt ratio for watering? I know when i should water them I'm just not sure how much each time.

also food, LD25Delta9's recipe was interesting, would it be a supplement to other food? or simply what the plants get.

any more info would be helpful now. any advice would be great I'm just not sure how to continue at this point.

It sounds like you are doing pretty proper for the most part. I would nix the HPS light for now, but keep it in there for the fan and pull the bulb out if you have to. Drop those LED's about 8 inches away from the girls and leave the box closed. I'll bet money half the stretching is coming from them looking for the sun. If you are hurting for pots, go to a local nursery and ask if they have any they are throwing out. Just rinse them out really well and you're in there like swimwear. For a water schedule, if you can stick your finger down to the knuckle and it's dry, then it's time to water.

I've sent a PM regarding organic guano teas and dirt recipes, too.

The reason everyone is making such a big deal about the lights it your plant should look like this not a foot tall with 6 inches between leaves.
